Dr. Low O-Wern graduated in 2011 from the National University of Singapore and has been an accredited Plastic Surgeon since 2019 with multiple research publications in both local and international journals relating to a variety of topics in to Plastic Surgery. He is one of the few Plastic Surgeons in Singapore to be accepted as a Fellow of The Royal College of Surgeons (Glasgow) for Plastic Surgery.

Dr. Low is primarily based in the Division of Plastic Surgery in Ng Teng Fong General Hospital but also regularly operates in the National University Hospital, Jurong Medical Centre and Alexandra Hospital. His key interests in the field include reconstructive microsurgery, craniofacial trauma, wound healing, lymphedema and lower limb reconstruction. When not occupied by clinical and administrative work, Dr. Low enjoys spending his time planning and teaching both Medical Students and Residents alike.
